Roland Droitsch

Dr. Roland Droitsch brings Concepts, Inc. more than 35 years of experience as a senior policy official in the federal government.  An expert in the areas of employment and training, regulatory issues and micro and macro economics, he offers clients a deep understanding of the policy deliberation process within the federal government.  Today, Dr. Droitsch manages aspects of the America’s Heroes@Work project, researching ways to improve the employment outcomes of returning service members with traumatic brain injury and post-traumatic stress disorder.

Dr. Droitsch boasts a long and distinguished tenure at the U.S. Department of Labor (DOL).  As the former deputy assistant secretary for policy since 1987, Dr. Droitsch was closely involved in nearly every aspect of DOL’s programs and policies.  He reviewed all significant policy initiatives including proposed regulations, legislation and budget proposals.  In staffing DOL’s Policy Board, Dr. Droitsch provided expert policy advice to the Secretary of Labor on all the Department’s program areas, including employment and training, safety and health, pensions, employment standards, disability and veteran’s reemployment.

Dr. Droitsch was also responsible for directing key research efforts to strategically address the new forces impacting the Department’s programs and operations.  In 2003 he initiated a study by the RAND Corporation, The 21st Century at Work: Forces Shaping the Future Workforce and Workforce in the United States, which assessed the major globalization and technology-based forces impacting the American workplace.  This effort led to the Department establishing a new strategic goal for enhancing the competitiveness of the American workforce.

Dr. Droitsch was also responsible for bringing important technologies to the Department. In the mid 1990s, he pioneered the effort to mount the Department’s Internet Web site, one of the first among federal departments.  He then led the effort to mount a system of “expert systems” that provided employers and employees with compliance assistance information.  Dr. Droitsch also established a Department-wide telephone Call Center, the first for any federal department.  Finally, in partnership with the Department of Defense, he worked to establish groundbreaking ways to deliver distance learning under the Advanced Distributed Learning Initiative.

Prior to joining DOL, Dr. Droitsch worked at the White House Office of the Special Trade Representative and the U.S. Treasury Department. He holds a B.A. from Columbia College in New York, an M.A. from the Maxfield School at Syracuse University and a PhD in Economics from Georgetown University.
